To Open:

Open 3D Studio Max, and import the file.

From 3D Studio Max, you can export the file to any other program.

You can open a "3DS" mesh file directly into Rhino and Form Z.

To open the files in Maya, export the model from 3D Studio Max as a DXF file, and then import the DXF file into Maya.
